MEMORANDUM FOR THE PRESIDENT
The following is a summary of recent developments
relating to the former Italian colonies:
1. On September 14, the Department announced that
the United States Delegation to the Council of Foreign
Ministers meeting in Paris on the disposition of the
former Italian colonies had proposed:
a) Italian trusteeship for Italian Somaliland;
b) Cession to Ethiopia of the Southern portion
of Eritrea, with disposition of Northern
Eritrea, including the towns of Asmara and
Massawa, postponed until next year;
c)
British trusteeship for Cyrenaica;
d)
Postponement of decision on disposition of
Tripolitania and the Fezzan until next year;
e)
Return of former Italian settlers to Northern
Eritrea and Tripolitania during the period
of postponement.
The British position coincided with that of the
United States, except that Ethiopian trusteeship for
all of Eritrea was proposed and the return of Italian
settlers was not advocated. The French proposed
Italian trusteeship for all of the former colonies,
but were disposed to cede the southern portion of
Eritrea
