Dear Matt:
With this note is enclosed a brief letter
to the President and a memorandum for him on my
talks with General MacArthur and officers of his
staff.
I felt that I ought to send this memorandum
without delay since it might be helpful to the
Prosident in evaluating the overall situation in
Japan. If you agree, I should greatly appreciate
your giving the enclosures to him personally as
soon as possible. As you will see, these docu-
ments are of a very confidential nature.
I think we have got off to a good start on
this assignment. The work in China promises to
be highly interesting.
