OFA the DEPARTMENT OF THE ARMY OFFICE OF THE CHIEF OF STAFF A 1 A WASHINGTON 25, D.C. STATE'S or May 22, 1952 MEMORANDUM FOR THE PRESIDENT 1. Following are the points given to me during my last forty-eight hours in Japan which the Emperor and the Prime Minister expressed the hope might be transmitted to you. 2. I informed Ambassador Murphy of the Emperor's message and he concurred in my conveying it to you. The message from the Prime Minister was received too late to receive similar concurrence. 3. The Emperor: I and the Japanese people are determined to work with President Truman and the American people for the peace of the world. 4. The Prime Minister: a. I would like to express once more apprecia- - tion and thanks to the President, Secretary Acheson and Mr. Dulles for their part in restoring independence to Japan. b. I would like to express appreciation for the great assistance of the Armed Forces of the United States during the Occupation. C. It is my conviction that only through unified foreign policy of the United States, Britain and Japan with respect to the Far East can peace and security be restored in that region. d. I am aware of the American aversion to a political loan, yet I feel it is of the greatest importance that America extend some financial aid to Japan at this time, not only as an economic measure to step up production, but also as a political weapon to counter Communism.
