For Joint Chief of Staff. TOP SECRET. I have forwarded in our CA 52414 for your information a report on conditions in North Korea which has just been received. It was made by Leonard Barsdell of the Australian Bureau of Information and is an eye witness account. In this general connection a very definite impression of the Russian plan in Japan and Korea has been obtained by me in a number of conferences with the Russian Military Mission here and with the former Russian Ambassador Mr Malik. The predominant purpose they have in mind seemed to be the establishment here not of a. democratic but of a communistic type of government. Their (concept of the means of accomplish ment embodies the complete reduction of the social structure to chaos, absolute integration and mass destruction. Upon this process of annihilation they propose from the mutilated messes to establish a communistic society by the processes of the most rigid and iconoclastic regimentation. I am con- vinced that they are in contact with the Japanese communistic wing which was forged underground during the last decade but is now showing marked signs of revival. They are openly impatient with the orderly and well regulated processes of our occupation and almost scornful of the splendid and éx*- emplary conduct of our soldiery with regard to looting, rape and general violence against the civil population.
