FOP SEARET (Enclosure "B"), General MacArthur issued a public statement on 24 March which proposed a conference in the field with the Commander-in-Chiei of the enemy forces, discussed political conditions related to a settlement, and included references which strongly implied the desirability of an extension of hostilities beyond Korea. This statement seriously prejudiced the proposed Presidential statement and negotiating processes established by the United Nations. On 24 March, subsequent to General MacArthur's public state- ment of that date, the Joint Chief's of Staff informed him that the President had directed that his attention be called to the President's memorandum as transmitted on 6 December (Enclosure "A"), and told him that any further statements must be coordinated as prescribed in that memorandum. This dispatch has been declassified by direction of the President and is attached as Enclosure "c". On 4 January, in connection with a study being made by the Joint Chief's of Staff regarding the arming of additional Republic of Korea manpower, the Joint Chiefs of Staff asked General Mac- Arthur for his comments and recommendations regarding this subject. Declassification of this dispatch has been directed by the Presi- dent and it is attached as Enclosure "D". General MacArthur re- plied on 6 January and clearly indicated that he was opposed to the arming of additional Republic of Korea forces in the immediate future. Partial declassification of this dispatch has been directed by the President and, as declassified, it is attached as Enclosure "g" Within the past few days, despite this report to the Joint Chiefs of Staff, General MacArthur, in reply to a question by the Editor of the magazine "Freeman" regarding alleged release of Republic of Korea manpower for lack of military equipment, report- edly stated that the issue was one determined by the Republic of Korea and the United States Government, and involved political decisions beyond his authority. Apparently, General MacArthur made no reference to the fact that he had indicated to the Joint Chief's of Staff that he did not favor the arming of additional South Koreans in the immediate future.
