Admiral Jones further stated that everything possible is being done to get the legislation in question passed and there- by make it possible to transfer the larger vessels to Mexico; that the transfer of the smaller vessels, when put in condition, will be effected by the Navy Department thru Surplus Property channels. With reference to the second question in Admiral Garcia Jurado's quoted statement, Admiral Jones informed the Commission that the vessels will have to be turned over first to the Foreign Liquidation Commission, who will then fix prices, but such prices cannot be fixed until the vessels are in condition for delivery; however, the prices will probably be a small percentage of the original cost. Admiral Jones gave Admiral Garcia Jurado assurances that the matter will be followed up and any information received will be immediately forwarded to the Mexican Section. General Henry made the following comments for the benefit of new members: "I might add, for the benefit of the new members sitting here, that this list of ships was made up at the Staff Conversations held in Mexico City -- as already mentioned-- and it was made up after a good deal of thought as to what must seem to be the most suitable Navy that would come within the Mexican 'NATIONAL ARCHIVES AND budget to meet Mexican needs. There was a good deal of discussion RECORDS SERVICE pro and con as to types of ships; but this list was finally set up, ROVERNMENT as it was believed it would give the Mexican Navy a thoroughly workable fleet for their purposes. It gave them a small group, on each coast, of the type of ship suitable to Mexican waters, without being too expensive. Landing crafts were included for Mexico's function of transporting Mexican troops and supplies down both coasts. I understand the Mexican Navy is used largely for this purpose and they do not have suitable craft." 12. PROGRESS REPORTS. Progress Reports of both Sections, on military and naval mat- ters, were read by the respective secretaries. Mr. Ray, of the State Department, made the following remarks in connection with the item of electrolitic copper wire appearing in Paragraph D of Page 2 of the United States Section's progress report: "I would like to make one comment, if in order, in connection with the copper wire, and for the information of the Mexican members interested: after discussing this matter with General Henry, we sent on his recommendation to the War Assets Administration. Mr. Anderson, who handles that type of request, tells me that the trouble is not in getting approvals, but in finding where the wire is." General Henry remarked that he had been informed by the Mexican Section that they know where the wire can be obtained. Mr. Ray then said:"Well, so far as we are concerned, we have approved it, and I think the War Assets Administration has approved it." 13. U. S. REPRESENTATION AT COMING PRESIDENTIAL INAUGURATION IN MEXICO: Admiral Jones informed the Commission that he would be attending the inauguration of the new Mexican President at Mexico City, as of- ficial representative of the United States Navy. He was warmly con- gratulated by the other members of the Commission. -9- CONFIDENT
