Although Mexican personnel will participate in all phases of above work, the Hydrographic Office will welcome the opportunity of training, in Washington, a total of two (2) military (Army and Navy) or technical personnel of the Mexican Government, in office procedures concerning this work. Such courses normally start on 2 January each year, and requests for participation are made thru diplomatic channels. b. In view of the large scale hydrographic program necessary for the detailed charting of Mexican waters and the necessity for maintaining the resulting charts in an up-to-date condition, not only for the strategic defense of this hemisphere but also for the benefit of shipping in general, it is recommended that the Mexican Government give consideration to the establishment of a Naval Hydro- graphic Office of their own, which can assume the responsibility for carrying out hydrographic survey, as well as the construction and maintenance of charts of Mexican waters. The Mexican Hydrographic Office could act as a sales agent of the Hydrographic Office of the United States Navy and in this manner have available for use by the Mexican Navy, as well as for all ships calling at Mexican ports, complete world coverage. Normal discount of 50% for charts and 25% for publications would be allowed. This will not only serve as a source of revenue for the Mexican Hydrographic Office but also enable mariners to be served locally in a more efficient manner. C. In view of the need for hydrographic surveys of other areas in Mexico and the fact that aerial photographs already available could be used expeditiously in the preliminary revision of existing charts, it is recommended that the Mexican Government endeavor to extend geodetic control for all areas of military significance whenever funds and opportunity permit. d. The Hydrographic Office of the United States desires that a complete interchange of astronomical, geodetic, topographic and hydrographic information be maintained between the two Governments, as only in this manner can affected charts and publications be main- tained in an up-to-date condition. e. It is further recommended that the Mexican Government be encouraged to carry out hydrographic and topographic surveys of coastal areas as a long-range program, giving first consideration for all such areas where present available information is sadly deficient. Admiral Garcia Jurado stated he would present the above comments and recommendations to the Secretariat of the Navy of Mexico for consideration and decision. 10. ZENITH TUBE STATIONS. In introducing this last subject on the agenda for the United States Navy Section, Admiral Jones explained: "I am not certain whether this subject is a matter for this Commission but the Chief of Naval Operations desires that it be brought to your attention at this meeting. It is in regard to establishing Zenith Tube Stations thru- out the world for the purpose of improving the system of stellar proper -6-
