MEMORANDUM FOR THE PRESIDENT
SUBJECT: Proposed Visit to Mexico.
In connection with your visit to Mexico, the best
time for the visit would be between the middle of Feb-
ruary and the middle of March. At that time the weather
will be warm enough to be comfortable and assuming that
you will want to fly, the skies will be clear, because
the rainy season will not have started. The most com-
fortable flight can be made by leaving Washington around
one a.m. and arriving in Mexico about nine in the morn-
ing. Upon arrival you should proceed immediately to the
American Embassy, where for reasons of prestige it would
seem desirable that you reside during your stay in Mexico
City. The Mexican Government may wish to make a resi-
dence available to you, but the Embassy is very comfort-
able and from a security stand-point is believed ade-
quate. The property covers the major portion of a city
block and is surrounded by a high wall.
It would be in order for you to pay a courtesy visit
to the President of Mexico about noon time on the day of
your arrival. Protocol arrangements would be made by
the Mexican Foreign Office and the President of Mexico
