(1) there are no difficulties in Indonesia, nor have
there been any difficulties, with two-thirds of
the population. Nevertheless, the Security Council
would now extend its intervention, should the United
States draft-resolution be adopted, to these two-
thirds of the population with whom, so far from
there being any dispute, the Netherlands work har-
moniously together towards the establishment of the
United States of Indonesia. This is clearly unwar-
ranted;
(2) in the republic ( where the remaining one-third
of the population lives ), the difficulties which
