DEPARTMENT OF STATE WASHINGTON September 3, 1946 MEMORANDUM FOR THE PRESIDENT Subject: President Somoza of Nicaragua. President Somoza of Nicaragua, who is now in New Orleans where he has been receiving medical treatment, is again reported as contemplating a Washington visit. The situation does not vary essentially from that described in the memorandum of March 5, 1946 which Secretary Byrnes is understood to have given you. A copy of this memorandum is attached. While it is hoped that President Somoza will not proceed to Washington, it is quite possible that he will wish to do so in view of his well known efforts to create the impression among the Nicaraguan people that he has the "official support" of the United States. Should a visit to Washington materialize, it is strongly recommended that under no circumstances he be received at the White House.
