MEMORANDUM FOR THE PRESIDENT.
There is much justice in Rabbi
Wise's position. I think that if the
Commission's functions were limited to
a determination of how many people could
be absorbed into Palestine per month,
that would be the only valid purpose of
a Commission. All the other information,
namely the number of displaced persons
in Europe who wish to go to Palestine,
could be ascertained immediately from
records at displaced persons camps.
If a time limit, say of 30 days,
was imposed on any Commission appointed,
it would take the sting out of the charge
of stalling and delay.
