- 10 I On the basis of reports available in JDC we know that some 190,000 Jews in Romania are in need of relief. In the light of the number of needy, it is easy to conclude that very little was done to restore the Romanian Jews to their prewar positions. The JTA of April 10, 1945, reported that the Romanian Minister of Justice, Lucretiu Patrascanu "assured the JTA correspondent that houses and apartments from which Jews were ousted during the Antonescu regime will be returned to them on April 23, in accordance with the Decree on restora- tion of property issued several months ago. " A Decree rein- - stating Jewish doctors and chemists dismissed from medical and insurance institutions for "racial reasons" was signed by King Michael. (JTA Passover Issue, 1945) . Bulgaria The JTA of December 5, 1944, reported that "the Bul - garian Government today promulgated a Decree rescinding the last anti-Jewish measures on the statute books." The law provides that "all orders contained in laws, statutes and regulations issued after January 23, 1941, which limit the rights of Bulgarian subjects or those of non-Bulgarian origin" are rescinded. It also states that Jews living in Sofia on that date are entitled to reside there. Another section provides for the restoration of citizenship to all Jews who emigrated after January, 1940, and who were subsequently disfranchised by the pro-Nazi regime. Such persons, however,
