Dear Matt:
Supplementing my handwritten letter to you of Sunday,
making a report on some matters for you to call to the attention
of the President, I refer to the filing of the bill to amend the
Export-Import Bank Law by permitting loans to the Philippine
Islands. This letter is a further report.
I have talked with Congressman Spence, and he told me he
will introduce the bill and call a committee meeting at once to
try to get it reported out. He also refreshed my memory that
when we passed the last bill amending the Export-Import Bank Law
a concurrent Resolution was passed in the House providing for
the bill before it was engrossed (as the bill had passed both
House to be amended by including the Philippine Islands, but
the Senate did not act on the Concurrent Resolution.
I will leave it to you to see the President receives
this further report.
