The Navy Department's preference with respect
to sites for a Communication Station in the Puerto Rican area
is as follows:
(a) Carolina (Navy Communication Station now in operation)
(b) Sabana Seca
(c) Vacia Talega
(d) Rio Grande - separate D/F site must be selected for
this location.

Salient factors in connection wi th the establish-
ment of communication facilities at the above sites are as
indicated:
