through the government itself, since the installation of
the Groza Government. On both levels Soviet policy is
directed towards weakening the power and influence of
the Western Democracies on the theory that their elimina-
tion will create a vacuum which will be filled by the ex-
panding Communist influence.
The Communists work towards the destruction of all
forms of personal independence. In the economic field
they eliminated the power of the land owners through the
application of a confiscatory agrarian reform; they
eliminated the power of the bond holders by an inflation
of the currency; and they eliminated the industrialists
through a control of industry by workers' committees
which have usurped the prerogatives of management. In
the political field they have, for all practical pur-
poses, eliminated for the time being their political
opponents by securing and maintaining control over the
press and all key positions in the government administra-
tion, particularly in the army, the police and the law
courts. In the moral field, they eliminated the possi-
bility of independent thought and actions through con-
trol of the lives of people of all social classes, and
particularly the workers, through membership in labor
unions by which the conditions of work, leisure and liv-
ing are regulated.
The Communist Party acts as the agent of Moscow in
establishing the party line in Rumania, and the line
once established is binding upon all party members and
those that depend upon them. In determining the party
