PRIORITY
United States Naval Officer of this delegation, assigned
to Constantsa, has furnished me the following items of
information concerning that city which may be of interest:
I. The Russian population of Constantsa has been con-
tinually on the increase throughout the past six months.
The majority of the newcomers consist of Russian families
(all civilians) who appear to be taking over more and more
of the available houses in the city. A Rumanian housing
committee, accompanied by one or two NKVD representatives,
is at work continually inspecting all buildings in an
effort to find additional quarters. Many Rumanians are
being dispossessed entirely or crowded into one or two
rooms of their dwellings, the remainder of the house
being turned over to new Russian arrivals.
2. There is no observable increase in shipping or
other industrial activities in Constantsa to account
for the presence of so many Russians. The Russian mili-
tary population remains approximately as heretofore
recorded (estimated at 253,000 to 300,000 for Constantsa
Oand vicinity). Most of the new arrivals appear to wan-
der about the streets with little or nothing to do.
3. Lawlessness is also on the increase in the city.
