PERSONAL
Dear Mrs. Harriman:
Charlie Ross handed me your note of February
twentieth in regard to Romania,
I am familiar with the circumstances and I am
trying in every way I possibly can to arrange
for food for them. They have such a rotten
Government, however, that it is almost impossible
to do anything for the people.
The Government requests a million tons of food
stuffs from us and they send twenty-eight thousand
tons to Russia at the same time. While we are
sending in seven thousand tons of emergency food
for the five hundred thousand starving people for
temporary relief for fifteen days, all the live
stock available and grain in Romania is being
taken to Russia - it just doesn't make sense.
