At that time, the message was not sent but Clayton covered it in speech at Atlantic City UNRRA meeting. Secretary Anderson and British and Canadian members on Combined Food Boards feel strongly that such informal approach is not adequate. They have again requested that such message be sent in order that record may be clear that high-level approach was made to Russia. Feeling here is that message should be sent. Please advise. Proposed message follows: 11. There is today a great crisis in foods caused by world shortages of unprecedented magnitude. I have recently directed drastic reductions in the use of bread grains in the United States so that more can be shipped to the famine areas of the world. Action to make additional supplies available has been taken by other countries. 12. It has been brought to my attention that several months ago UNRRA directed an enquiry to the Soviet Government through the Soviet representative on the Central Committee of UNRRA asking if the Soviet Union could - 1 -
