At dinner with the Tugoslavs the other night I had a most interesting conversation. Ne told - that great changes had como about since they had brokem sith the USSR; they had much more recognition of the individual's importance and they had been brought to this because they had to acknowledge that passing edicts did not accomplish anything. People bad to vant to do the things. for instance, there must be cooperatives on the farms because they just did not have mohinery enough to make the farms more productive unless there vere cooperatives, but they had to go about it slowly and eduente the farnira to the point of vanting to dooperate and it vas far from being accomplished as yet. He also told - that they bnd passed an edict that all Moalem vomen - take off their veils. They even got one hundred vomen to agree to take them off, and took them on a grand tour to see Belgrade, etc., but the Moalum vomon did not take off thoir veils. He also told me there had been a fearful fight in the revision of their penal code or constitution, but Miss Whiteman 18 trying to get of * COPT - find out which it is. He said it had been just like the USSR article but when they brought it up again it was violently protested on the part of large groups among the Tugoalava. They finally succeeded in getting dt changed so now it protects the rights of the individual against the government instead of making the state superior over the individual. He further said they vere so poor it was very difficult for them to do many of the things they would like
