Weather: Target areas generally overcast with bases at 2,000 feet throughout the early morning, gradually becoming worse toward after- noon with rain and lightning appearing in the early evening. 2. Soviet participation: Negative. 3. Operations: Enemy Situation a. The situation in Korea, according to General MacArthur at 2337/08, is critical. To date U.S. efforts against enemy armor and mech- anized forces have been ineffective. Enemy armor is of the best", and the service thereof, according to qualified observers, unsurpassed in World V ar II. They further state the enemy's infantry is first class. The enemy force increasingly appears to be a combination of Soviet leadership and technical guidance, with Chinese Communist ground elements. U.S. troops, states General MacArthur, are fighting with valor against overwhelming odds of more than ten to one. To build up sufficiently "to hold the southern tip of Korea is becoming increasingly problematical" General MacArthur strongly urges that in addition to the U.S. forces already requisitioned, an army of at least four divisions, with all its component services, be dispatched to his area without delay by every means of transportation available.
