They then exchange ideas on who will be the new under-Secretary of State. DREW said he heard that BYRNES wanted to put WILL CLAYTON in and TOM said that was his guess likewise. TOM asked if the "other fellow that you told me about is really serious?" and DREW said: "PAULEY?" and TOM said Yes. DREW said that "my story about the holdup of the thing may have been wrong but I do know that PAULEY was discussed for it several days ago but I don't know what happened." DREW stated that if BYRNES puts CLAYTON in BRYNES will be "headed for eventual trouble." The men agree there will be a clash of personalities between BRYNES and CLAYTON and CORCORAN said: "Between certain people he needs to help him." DREW said: "There will be a clash with me, I can tell you that. Not that I'm important but, I think, I don't know, there are a lot of good men he can get in there. CLAYTON is all right as assistant secretary, right where he is, and he's an awful smart guy, but that under-Secretary of stateship is terribly important. BEN (COHEN ?) wouldn't get along with him I don't think. COR- CORAN said he thought BYRNES would bring DON RUSSELL in as an assistant secretary. He thought they would bring BROWN up (WALTER BROWN). DREW said JIMMY (BYRNES) has "some awfully good friends including you and he ought to use them" and CORCORAN said: "oh! well, I'm out in the wilderness." DREW said he knew well that CORCORAN did not want to get back in the government and CORCORAN laughed. 2:48pm CORCORAN to Mr. EDDIE LOMBARD'S office in New York City (Rector 2-4100). He talked with LOMBARD'S secretary who told him that EDDIE was planning to come to Washington and would meet with CORCORAN on July 4th morning as previously arranged. O.K. said CORCORAN. 2:51pm CORCORAN to ED FOLEY. CORCORAN stated to FOLEY as follows: "I want you to pass back to BOB (HANNEGAN ?) the old man (HAROLD ICKES) told me today at lunch---the fellow you used to work for Governor MOORE has been going around to Governor's Conferences and had several governors on the line who were wiring in suggesting
