CO SUMMARY Washington, D. C. July 24, 1945 8:45am CORCORAN to SAM RAYBURN thanking SAM for the nice things SAM said about him yesterday. CORCORAN invited SAM to breakfast tomorrow at about 9:30. SAM accepted and said he has to pack tomorrow. 9:37am CORCORAN to Senator BOB LaFOLLETTE of Wisconsin. CORCORAN said, "BOB, will you be there for ten minutes if I go outside to call?" LaFOLLETTE said yes, and CORCORAN said, "O.K. I'll call you in ten minutes from outside. Thank you, sir." 9:43am CORCORAN to E. BARRETT PRETTYMAN at Hewes, Prettyman, and Awalt. The following conversation took place: C--Well, first of all, I want to tell you I had a talk--I was called in for consultation on the piece of excitement that involves you and as I understand these things--can I talk on your telephone all right? P--Yeah. C--There are three places (re vacancy on U. S. Court of Appeals). One of them they've tentatively set aside for a Republican, and that will be PROCTOR (Justice of U. S. District Court, D. C. ?). The other one, they may have to give to JIM McGRANERY because, although he's been promised a judgeship in the Third Circuit in Pennsylvania, (Senator) GUFFEY is raising so much hell that they may be trying to talk McGRANERY into taking it down here. But I don't think McGRANERY will ever take it. The third one was you or PINE (Justice of U. S. District Court, D. c.), and LESLIE BIFFLE was pushing PINE terrifically hard while everybody on the other hand thought the thing should go to you. Now that's the way the thing lay about three days ago when I called AWALT and told him to get in touch with you. At that time I thought the certainty was that you were going to have it. Now the next thing I want to tell you. The (NATHAN) MARGOLD nomination is going to be withdrawn but the Jews have raised so much hell about it that they figure they have to put another Jew in, so they're going to put this perfect goddamned fool ALEXANDER HOLTZOFF in, and that one is more or less bagged. (HOLTZOFF is Special Assistant to the Attorney General) You saw the row about the MARGOLD nomination yesterday with CHANDLER trying to force it. But I don't know whether I should have talked to AWALT or not. I called him when I got back from talking to the new A.G., and I wanted you to know how the land lay. I'm very sure that McGRANERY won't take it and that eases that other situation up. But that's the way they lay the other day, with the fourth one, which would come about when GRONER (from Court of Appeals) resigns, a name I'll tell you when I see you face to face--not that the fourth appointee will be the chief, but I know who the fourth appointee will be
