CO SUMMARY
August 18, 1945
11:02 AM
CORCORAN to (JIM) BRENNAN at China Purchasing Commission asking where
SOONG is. BRENNAN said SOONG is at the White House and is going to
see VINSON at 11:30. CORCORAN said he had had a preliminary talk with
(FRED) VINSON (Secretary of Treasury) this morning and prepared the way.
CORCORAN said he told VINSON that if we are to have good relations with
Russia we have to have a strong China, and that he also told him that
SOONG never did get along with his predecessor. He said he doesn't
want SOONG to say anything about his having talked with VINSON.
11:05 AM
Mr. (BERNARD ?) BARUCH, Fort Washington, New York, to CORCORAN. BARUCH
advised that he doesn't want CORCORAN to say anything to BEN (COHEN ?)
about what "I" told you. CORCORAN said he wouldn't. BARUCH said it's
all over and that BEN got his heart's desire and that it would only make
him unhappy or make him discouraged and upset. CORCORAN said that if
anyone is to say anything to BEN, it should be BARUCH.
B - That's right, but I just thought it all ver--what is the use of
my having any sore spots. BEN never took anything from me. He
might have helped me a little but he didn't. Fortunately, I don't
need it. He went through a terrible drubbing there--he didn't take
it like you did, but you came out of this with my complete respect,
TOMMIE.
C - Thank you very much, sir.
B - You had a very rough ride, and I just wanted you to know that because
they will cut us off very soon. I am finding these things out.
C - The thing I don't want to have is a sore spot in your heart and that
is why
B - They have a little gang of all their own--that's all right. They
don't know and I do, but I got plenty to do and I am not going to be
mad at anybody. The Lord has been too good to me. I like to keep
my friends, and I am loyal and faithful to them. But sometimes you
have to beat them over the head to keep them in line.
C - The Lord has been good to you because you, have been big enough not to
get mad about little things.
B - Once in a while I lapse like the rest of them, but it doesn't last.
C - I'll get up to see you.
B - Don't forget Export Trade will be good everywhere. I had to hold
their hands a little but where it will show will be in the State
Department--that's where we will keep our liberties or lose them.

HARDING to NASON saying that CORCORAN spoke to (LEO) CROWLEY about getting
"WHITEY" back. HARDING wants CORCORAN to have WILLAUER (F.E.A.) not wait
for BELL, that is if SOONG wants WHITEY back. HARDING will straighten it
out if TOM will have T. V. SOONG make a formal request. Otherwise WHITEY
will not be able to get away for a while and it will take WHITEY at least
four days by plane from Manila. NASON will advise CORCORAN.
12:17 PM HARDING to NASON saying that ARTHUR PAUL of F.E.A. is opposed to the
proposition even if T. V. SOONG requested it and he would have to be over-
ruled by (HENRY W.) RILEY (F.E.A.) or (LEO) CROWLEY, concerning the return
of (C. JASPER) BELL (Filipino Rehabilitation Commission) to the United
States. HARDING said that transportation was "snafu" but it was possible
