THE WHITE HOUSE WASHINGTON April 12, 1952 MEMORANDUM FOR THE PRESIDENT Byo AND SERVICE" SUBJECT: Last Displaced Person Ceremony. On April 11, the President will meet with the last person to enter the United States under the Displaced Persons program. This is Mr. Josef Zylka, a displaced person originally from Poland, who is to come in with his wife and two small children. This meeting is to celebrate the completion of the program under the Displaced Persons Act. Mr. Zylka is the last person to whom a visa was issued under this Act. A total of 339,000 displaced persons have been admitted to this country under the Act. Attending the ceremony will be representatives of various voluntary agencies which have assisted in bringing displaced persons to this country. Also present will be the members of the Displaced Persons Commission, representatives from State Displaced Persons Commissions and other Government officials who have taken part in the Displaced Persons program. It is thought that the President should speak extemporaneously at this ceremony, as it is an informal occasion and a prepared speech would be out of place. The following are certain points which the President might wish to emphasize: 1. The President is glad to welcome Mr. Zylka and his family to the United States. Mr. Zylka is a skilled mechanic and can make a real contribution in his work to this country. We hope that Mr. Zylka and his family will find new opportunities here and a bright future. 2. The Displaced Persons program has been a very good thing. This program showed that the United States was sincerely interested in relieving human suffering and in helping individuals who had been the
