MEMORANDUM
TO: Mre Richard Eo Neustadt
Special Assistant to the President
This is in response to your request of March 20 for the Board's
views on the position taken by the State Department with respect to
a draft dated March 20 of the proposed message from the President
to the Congress on special programs of immigration and aid to refugees
from Communisme
In the time allowed, it has, of course, been impossible to obtain
a Board position on this matter. However, in accordance with Mro
Sherman's conversation with you of this morning, it is my understanding
that the President wishes to have my separate views as Directore
Accordingly, I am happy to give you the following comments with regard
to the two specific recommendations for change made by the Secretary
of State:
l. The issue over the annual quota for immigration into the
United States appears to be essentially a question of
Congressional tactics in an area which is not of direct
concern to the PSB. However, I do think it is important
to consider the point raised by the Department of State
concerning the psychological impact on the peoples of
Europe, if the President were to put a proposal before
Congress which would raise hopes that might never be ful-
filled,
2. With respect to the paragraph on training and education
of refugees, you are aware that this is a matter which
is now under review by a PSB panel. concerned with the
entire sub ject of ation of Soviet Orbit escapeese
While I agree that it would be undesirable to stimulate
Congressional speculation and questioning prior to the
conclusion of this study and its approval as a firm
Administration position, I do not feel that the present
wording is likely to have such an effect. I do feel that
the urgency of this matter demands, however, that broad
permissive legislation be obtained during this session of
Congress in order that the actions which the PSB panel
