OCR Page 1 of 19We are now in the third year of this
terrible war. We are spurred by the grim determination
to wage this war relentlessly on all fronts and on
all seas until all those who have chosen to live by
the sword have perished by it. We now have neither
the time nor the inclination for self-appraisal. But
when the time comes for the historians to write the
record of our participation in this great struggle
they will undoubtedly state that at this present
period we had reached the turning point of the war.
I do not pretend that they will write that within
these past two years we had accomplished any major
part of the fighting which gained the final victory
