EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON 25, D. C. NOV 201945 My dear Mr. Latta: On November 15, 1945, you advised this office that H. R. 1015, "For the relief of G. H. Moore and Mr. and Mrs. A. J. Moore, # had been received at the White House and requested reports and recommendations as to the approval of the bill. It is the purpose of the bill to pay the sum of $1,081.50 to G. H. Moore; the sum of $500 to Mr. A. J. Moore; and the sum of $500 to Mrs. A. J. Moore, all of Butler, Taylor County, Georgia, in settlement of their claims against the United States by reason of personal injuries sustained when the car in which they were riding was struck by a Govern- ment car near Butler, Georgia, on the night of December 4, 1943. It appears that, on the date in question, an Army passenger sedan, operated by a civilian employee of the War Department on official busi- ness, was proceeding north on one of the main highways near Butler, Georgia; that at the same time, a car owned by Charlie Moore, and operated by his brother, A. J. Moore, in which the driver's wife and father were riding as passengers, was proceeding south on the same highway; that as the driver of the Army vehicle rounded a curve to his left, he lost control of the vehicle, and it skidded across the roadway to the shoulder on the west side of the highway and crashed into the front of the civilian vehicle. It further appears that when the driver of the civilian vehicle saw the Army car skid, he turned to his right off of the travelled portion, and on to the shoulder, of the highway. As a result of the accident, both vehicles were damaged beyond eco- nomical repair, the driver of the Army vehicle sustained injuries from which he died on the following day, and the occupants of the civilian ve- hicle were injured. The injuries sustained by Mr. G. H. Moore, father of the driver, who was 54 years old at the time of the accident, consisted of a cut on the right side of his head and on his forehead, a cut on his right wrist, a dislocation of the right shoulder, bruises on his right chest, and the imbedding of three pieces of glass in his head. The latter injury devel- oped almost a complete blindness in hi S right eye. He was already blind in his left eye before the accident. He incurred medical expenses by reason of the injuries sustained in the amount of $81.50. C.S. NARA
