My dear Mr. Latta:
On November 19, 1945, you advised this office that H.R. 1591, "To provide
for the appointment of additional cadets at the United States Military Academy,
and additional midshipmen at the United States Naval Academy, from among the
sons of persons who have been or shall hereafter be awarded the Congressional
Medal of Honor," had been received at the White House and requested reports
and recommendations as to the approval of the bill.
The purpose of the bill is indicated by its title. It provides that the
number of cadets at the United States Mili tary Academy, and the number of
midshipmen at the Uni ted States Naval Academy shall be increased by such
number as may be appointed by the President of the United States at large
from among the sons of persons who have been or shall hereafter be awarded
a Medal of Honor in the name of Congress for an act performed while in any
of the armed forces of the United States, provided that such appointees are
otherwise qualified for admittance.
Existing law provides for a total of 172 appointments from the United
States at large, including 89 Presidential appointments which are normally
given to sons of active and retired military and navy personnel, three
from among persons recommended by the Vice President, forty from among
sons of certain World War veterans, and forty from honor military schools.
Approval of the measure is not likely to increase largely the number
of cadets at the Military and Naval Academies. During World War II, from
December 1941 to November 1945, the Congressional Medal of Honor has been
awarded to 269 members of the Army and 109 members of the Navy. (These
include posthumous awards.)
A facsimile of the enrolled en actment has been referred to the War
and Navy Departments, and the ir replies, recommending approval of the bill,
are attached.
I am authorized by the Director of the Bureau of the Budget to recom-
mend that the bill be approved.
