The Veterans Administration recommends that the bill
be approved, in belief that it will meet urgent need of
administration for satisfactory organization of medical
activities and attract qualified personnel.
The Civil Service Commission recommends that the bill
be not approved.
The Acting Director of the Bureau of the Budget agrees
with the C. S. C. that the provisions in this measure with
respect to employment and compensation or personnel are
objectionable, recommends that the bill be not approved
and submits revised draft of memorandum of disapproval
presented by the C. S. C.
The Acting Director points out that the President may
wish, however, to ve his approval to the measure in view
of the criticism on the part of veterans, their dependents,
veterans organization, and the public in general, that
would likely follow the withholding of his approval.
Group of elegrams urging veto attached.
Please note attached menorandum from Mr. Zimmerman
stating he is convinced that the legislation is bad and
suggesting that the President withhold action until
Wednesday.
