TRUND EXECUTIVE OFFICE OF THE PRESIDENT BUREAU OF THE BUDGET WASHINGTON, 25, D.C. APR 191946 My dear Mr. Latta: On April 16, 1946, you advised this office that H. R. 841, "For the relief of Lander H. Willis, " had been received at the White House and requested reports and recommendations as to the approval of the bill. It is the purpose of the bill to waive the time limitation provided by statute for filing a claim under the Employees' Com- pensation Act in order to permit the Employees' Compensation Com- mission to adjudicate the claim of Lander H. Willis by reason of an injury alleged to have been sustained on January 4, 1943, while in the performance of his duty as a rural mail carrier at Gray Court, South Carolina. The bill further provides that if the Commission finds that the claim of Mr. Willis otherwise comes within the purview of the Act, it shall pay to him a lump sum, based on the Commission's finding, for the period from January 4, 1943, to the date of en- actment, in addition to benefits to which he may be entitled after the date of enactment, including medical expenses which have been incurred on account of the injuries sustained. A facsimile of the enrolled enactment has been referred to the Post Office Department and the Employees Compensation Commis- sion, and their replies, interposing no objection to the approval of the bill, are attached.
