My dear Mr. Latta:
The Congress has enacted S. 2359, "To close the Office of the
Recorder of Deeds on Saturdays."
It is the purpose of the bill to authorize the closing on every
Saturday of the Office of the Recorder of Deeds for the District of
Columbia, with the provision that any writing, the time for recording
of which expires on a Saturday, or on a Sunday, shall be deemed to have
been recorded within the time prescribed if such writing be recorded on
the first day thereafter other than Sunday or a legal holiday.
The Office of the Recorder of Deeds has been kept open on Saturday
in the past because banks and other financial institutions with which
the office deals have been open on Saturdays. However, the Congress has
recently enacted, and the President has approved, legislation permitting
banks and building and loan associations and similar institutions in the
District of Columbia to close on Saturday. Therefore, the reason for
keeping open the Office of the Recorder of Deeds no longer exists; and
in fairness to the employees of that office, they should now be placed
on the same basis as other establishments under the District of Columbia.
A facsimile of the enrolled enactment has been referred to the Board
of Commissioners of the District of Columbia, and their reply, interposing
no objection to the approval of the bill, is attached.
I am authorized by the Director of the Bureau of the Budget to
recommend that the bill be approved.
