R. 4829 "To authorize the President to appoint Paul A. Smith as representative of the United States to the Council of the International Civil Avi- ation Organization without affecting his status and perquisites as a commissioned officer of the Coast and Geodetic Survey. " This enrollment authorizes the President to appoint Paul A. Smith (a commissioned officer in the Coast and Geo- detic Survey) as representative of the United States to the Council of the International Civil Aviation Organization, and provides that his appointment, acceptance, and service as such representative shall in no way affect his status as such com- missioned officer or the perquisites incident to his commissioned rank. The bill provides that during his tenure of office as representative of the United States to the Council of the Inter- national Civil Aviation Organization, Commander Smith shall have the rank of rear admiral (lower half) of the Coast and Geodetic Survey, and shall receive, in lieu of his pay as a commissioned officer in the Coast and Geodetic Survey, such compensation and allowances as the Secretary of State shall prescribe, payable from appropriations available to that department. Section 2 of the bill provides that in the performance of his duties as representative of the United States to the Council of the International Civil Aviation Organization, Commander Smith shall be subject to no supervision, control, restriction, or prohibition other than would be operative with respect to him if he were in no way connected with the Coast and Geodetic Survey. A facsimile of the enrolled enactment has been referred to the Departments of Commerce and State and their replies, recommending approval of the bill, are attached. Private Law 5, 80th Congress, approved May 15, 1947, authorized the appointment of Commander Smith as alternate representative of the United States to the Council of the International Civil Aviation Organization, without affecting his status and perquisites as an officer of the Coast and Geodetic Survey.
