I. made contact again with the Nuncio in order to brief him on the agreement of the families and the State Department [regarding the?) local solution. We are going to talk with Protocol and the Minister of Foreign Affairs ad interim and, if necessary, Prime Minister Rajai. I am looking for a rabbi. 2. This morning I saw the Chief of Protocol with whom I discussed the following points: 2.1 The religious services. He considers the local solution easier to realize. He told me what he had already done. He raised the problem with Ghodapanahi, the Minister of Foreign Affairs ad interim. The Chief of Protocol had sent a letter to the Imam about the religious services. The Imam's reply, typical of Pontius Pilate, was "I see no objection, but it is up to the Government to decide.' The Chief of Protocol plans to see Nabawi and Azizi. However he has been told that he must have authorization from Ghoda in order to contact them, and Ghoda prefers that the Chief of Protocol present the problem himself.
