Short Wave:
Radio Swan: Programs described previously will be simulcast or re-
broadcast by Swan on short wave. These will be heard in Cuba in spite
of any attempts. (The GOC does not have the equipment or sophis-
tication to completely jam this powerful short wave; furthermore, special
equipment on the island will allow countermeasures.)
