MEMORANDUM FOR THE HONORABLE McGEORGE BUNDY
SUBJECT: Proposed Message to Castro.
Attached is a revised draft of the proposed
message to Castro which the President said he desired
to review before it was transmitted. While the
message is still in the form of a telegram to Rio, there
are problems of transmittal to Habana on which we are
working. Therefore, there may have to be some change
in channels.
