December 12, 1963 Inspector J. H. Sawyer talked to Deputy Chief M. No. Stevenson and received the following statement: *I arrived in the basement of the City Hall on November 24, 1963, about 3 to 5 minutes prior to the shooting of Lee Harvey Oswald. I was standing on the West side of the middle ramp near the West wall and at the front door on the righthand side of Dhority's car. I did not know Jack ituby prior to the shooting of Lee Harvey Oswald and I did not see him in the basement until after he was arrested. I saw Captain Fritz emerging from the jail corridor at which time I directed my attention to watching the crowd in the basement area. I heard a shot but I did not see the shooting." J. H.
