June 12, 1967 TO: Bill Boxley FROM: Jim Garrison RE: Ruby in Houston Substantial evidence confirms that JACK RUBY was in Houston on November 21, 1963, and that he was engaged in some unusual form of activity (See Secret Service report on this, W.C. exhibits) Although this is "ruled out" in the conclusions of the s/s, for investi- gative purposes we should assume that he was there -- as numerous witnesses affirm. It is also to be noted that his attire was unusually casual for him, suggesting the possibility that some form of practice or rehearsal for the shooting may have been under way there. It is further noted that this is the city to which FERRIE drove following the assassination. JIM GARRISON JG:lcs
