PLOWSHARE 1. (UESTION: Mr. Premident, vo've heerd a lot recently about the posai- bility of dieging a 303-level esnal with nucloar explosives. Nould you tell us the administration's position on this? ANSVER: Ve ere interested in studying the sea-level canal posei- bilities. We need additionel information to evaluate the need for a new conal, the benefits from it and the cost of building it. Thege stuites vill include on appreisal of the nuclear construction, which sppears very promising. 2. QUESTION: Mx. President, ve have sean som accounts which indicate that it vould tske the United States ten or more yeara to develop the cepability to dig a ses-level eanal by nuclear asthods while other accounts indicate caly five yeers vould be needed. Can you clarify this for us? ANSWER: There are severel technical progrema which require further development to schieve this cepability. The AEC estimetes that esch of these vould trke sbout five years; however, they could all be donc concurrently. Thia is based on technical considerations alons. Other considerations such as budgatary limitations and urgency of need for R canal could alter the tims scale. Actual ecnstruction of such a canal vould take three to ten edditionsl years, depending on the route selected and conditions prevailing at the time. 3. QUESTION: Mr. Prosident, doesn't the test-ban treaty probibit the une of nuclear explosives in projects such as the ses-level canal? As Dr. Secborg and others have testified, a now trans- isthmian canal probably could not be dug vith nuclear explsives
