(b) The scale of civil disorder which we set out to stimulate should correspond, progressively, to the intensity of the crisis. Full-scale revolt should only be triggered, if at all, when the crisis reaches a stage which is but a hair's breath from general war, since such a revolt could well lead directly to such a war. 4.
