(a) We can only convince the Soviets that this
is our intention if that is, in fact, the case. As
in the military field, bogus preparations will be
of little value.
(b) The scale of civil disorder which we set
out to stimulate should correspond, progressively,
to the intensity of the crisis. Full-scale revolt
should only be triggered, if at all, when the crisis
reaches a stage which is but a hair's breath from
general war, since such a revolt could well lead
directly to such a war.
