SECRET Civilian access problems vere referred to Bonn for study after the Paris Summit (Tripartite Aubessadorial Mestings 7 June). Bonn has done little and has pointed out the problem of conducting such an exmination during the Buropean holiday period. State has been informed that a stady group began work at Bom this veels. In summary, roal progress has been achieved in Berlin Contingency Planning in the area of specific plans and actions related to military measures.
