Telecon Secretary Rogers 4:00 April 3, 1969 HAK said he was calling about the Peru thing. He wanted R to know that the only thing we got involved in this morning was the issue as to tbo whether Irwin should go down to Key Biscayne. HAK mentioned it to the President. R said he didn't feel Irwin should go and was against it. HAK said whatever decision the Pres. makes, it would look like a crises. R agreed. R wanted to know what Laird was trying to do. He mentioned something to the press today about the progress being made in the private talks. HAK said he had just had a call from Scottie Reston asking what signal we were trying to give with the B-52 reductions. R said that the other was worse though since everyone agreed that there would be no publicity regarding the private talks since that would make them not private anymore. HAK said Hanoi may feel we are trying to use this for our own domestic opinion. HAK also stated that the government's public relations was falling apart. R said he didn't want to call Laird on it but someone should. HAK said he would handle it from here and would call on R if he need help or support. R mentioned his press conference and felt that he was at a loss as to what to say about this. HAK said the only thing he could say was to reiterate the Pres. wishes by not discussing the private talks.
