K said he talked to President about R's concern with consultations
and President thinks we should leave it up to Bunker. K asked R
if he could draft message over there and keex let us see it. K said
message in effect should say we would like to avoid leaks but
if it helps total effort for Thieu to see - -K said Marshall had paragraph
yesterday that was not bad. K said also Marshall raised point yesterday
of Thai FM and Pakistan being notified 12 hours in advance. K was
reluctant to approve without the President's concurrence. K said
President has now concurred. R thanked K. K asked if R now has
everything and R said yes except for new text of speech.
K said he was sorry for any slipups - R is last person K would want
to cout out of things. K said he has given instructions that any cable
no matter what channel be sent automatically to R. R thanked K.
