He stated that as long as the UK continues to ignore the UN resolutions on settling the Gibraltar problem, Spain feels free to press its claim by all possible peaceful means. Various ministers of the new government have made a point of emphasizing to Ambassador Rivero their friendly sentiments and desire for a close relationship with the U.S. The Foreign Ministry has recently stressed that the U.S. should consider Spain "pivotal" in its relations with Europe, implying that Spain is a more reliable partner for the U.S. than other West European countries. Hence, Spanish officials -- in urging the U.S. to agree to a mutual security commitment -- appear to believe that Spain's achievements of the past two decades and its con- tributions to Western security warrant its treatment as a major West European power. Conclusion The recent governmental changes in Spain do not, in themselves, have any important implications with respect to the future of U.S. - Spanish relations. However, if General Franco should die or become in- capacitated before the renewal of the base agreement, the government in office at that time will be more subject to political influence from various sides than past governments have been and will thus be under increasing pressure to derive political benefits, rather than purely military benefits, from the relationship with the U.S. Indeed, even if General Franco is still alive, the government leaders, with an eye to their political future in the post-Franco period, may be similarly motivated.
