MEMORANDUM 7400 194 NATIONAL SECURITY COUNCIL ACTION SECRET January 17, 1974 MEMORANDUM FOR SECRETARY KISSINGER FROM: A. Denis Clift aDL SUBJECT: U.S. Policy Toward Spain -- Forthcoming Base Negotiations Your meetings with the leaders of the Spanish Government have marked the introductory phase of bilateral talks on extension of the US-Spanish Agreement of Friendship and Cooperation. It is my understanding that more detailed exploratory negotiations are scheduled to begin in Madrid in April 1974, with Ambassador Rivero representing the U.S. side. With this the case, I believe you will wish to have the agencies recommendations as to the U.S. position for the negotiations. The response to NSSM 179, "U.S. Policy Toward Spain, 11 submitted in August 1973, provides considerable useful information and background. However, it does not take into account either the recent changes in the Spanish Government or Spain's position on use of its military facilities during the Middle East war. The memorandum for your signature to the President at Tab A would forward a recommended NSSM for his approval requesting that a supple- mentary response to NSSM 179 covering the above issues and outlining the recommended elements of the US position be prepared by the NSC IG/EUR and submitted by February 18 for Presidential consideration. RECOMMENDATION 1. That you sign the memorandum for the President at Tab A. 2. With the President's approval, that you sign the accompanying NSSM. Richard T. Kennedy concurs.
