Mr. Kissinger
7:05 p. m. September 24, 1969
The President asked how K got along at the National War College
today. K said pretty well; but hopes they don't quote him outside
of the room because he was pretty hard on some of the critics.
K then told the President Hugh Sidey was in -- said TIME wanted
to do an article next week about wanting to overthrow Thieu. K
gave him hell. P asked K to call Shepley. He could ask Shepley
to come down; K could see him and then P would see him and tell
him he would personally attack TIME if they printed such an article.
K said this is against the national interest, especially now. In
response to P's query, he said they basically just want to position
themselves with the New York intellectuals; and there is no reason
for it. Sidey said it is the one concession we haven't made yet.
P said this would admit defeat! In response to another query, K
said the article is intended for the issue which closes on Saturday
next and would come out on Monday, September 29. P said if they
did such a thing he would blast them like they have never been blasted.
He said don't worry -- people would be on our side. TIME would
get 100, 000 cancellations.
K said if Hanoi is considering which way to go, as we now have some
reason to believe, this would certainly be most unhelpful. P said
we haven't agreed to throw Thieu aside. He recalled that people from
TIME had come in for a session in the fairly recent past. He told K
to tell Shepley that he (the P) had had TIME's meeting with us recorded
and he will not hesitate to print it all. P said he is going to play a
very rough game with them. K said he would call Shepley immediately.
P said for K to tell Shepley he was 'calling for the President. The
President couldn't reach him, but he was shocked. P said they can't
do this when these delicate things are in process. If they do, he will
take recognition of it and in most appropriate terms. K said especially
when we have an indication now that the other side may be ready to
make concessions. P asked K if he really thought Dong was
K said it wouldn't ever go public -- he (K) is the only person he
could tell it to. This would not be somebody they would use to make
publicity with. However, we will know more in two or three weeks
we will have to because it is not perfectly clear now.
