Telecon Secretary Laird 9:30 a. m. 10/14/69 K said he would be coming over at 10:15 just to go over exercise to see what it will take to get it started. Laird said it has already started but they could discuss the problem of running High Heels at the sasme time. K said he hasn't been in touch with Wheeler but W may want to sit in on the meeting. Laird said he had already asked him. K thought the two of them should have a private meeting for about 15 minutes. K would like to give him a briefing first. K ask asked if Col. Haig could also sit in and Laird had no objections. Laird said he played it low key with State on these exercises. Ted TElliot briefed Richardson. K asked if they squawked. Laird said they asked what it was all about and he told them they would have to ask the highest authority about it. He told them it was a training exercise. Laird said there was a problem with State (Rogers) in cancelling appearance before Fulbright hearings. Laird told Rogers he had better think about it. K said he didn't see how Rogers could appear before the President's speech. They will compare what he says or will scoop the President. Laird thought it would be much more meaningful if he appears afterwards.
