    "ocrText": "Telecon\nSecretary Rogers\n10:47 a. m.\n11/3/69\nRogers was concerned that there must be some kind of back channel\ncommunication to Byrode on the Philippine situation and couldn't figure\nout were it was coming from but was not suggesting that it came from\nK's shop. K said he hoped Marshall Green told Rogers that K is on Rogers\nside in this. It was all very strange for him to (Byrode) to come out with'\na complete reversal. K said he would check into this. Actually Ehrlichman\nwas handling it and K has been asting as a buffer. Rogers indicated that\nFulbright's committee knows all about this and will make it public if they\ndon't think we are being reasonable. Rogers said he was trying to make\nthe best of the situation. K said he would check it out.\nOn the speech, dK indicated that the President hadn't returned from Camp\nDavid and it would probably be late this afakxxxxxxxxxx afternoon\nbefore a copy would get to Rogers. Rogers said that would be fine and\nwould appreciate it if K would sentd it to Mrs. Runkel. Rogers asked if\na press release would be put out and K said not until 8:30 in the East Room.\nRogers thought the L. A. speech went very welk well.
