Yoshida said that his friend specifically asked him to convey the followigg
message with respect to the Item 2. His friend will do his very best to
honor the understanding reached between thexe their two friends on both
points. A bilateral understanding and agreement would be reached by the
end of December. Secondly, it should be comprehensive in effect and in
and
essence x if this particular term should not be used. K said we could
probably backextrex handle that. Yoshida repeated that this particular wood
cannot be used but in effect and in essence it should be comprehensive.
These two points, Yoshida's friend is going to do his very best and is very
optimistic. However, as K may NOW know, Y's friend faces the bureaucratic
problem to overcome SO that this can be solved in the most natural way from
Yoshida's side. If there should be any difficulty in that sense, he asked that
K or even K's fridnd call their Ambassador (Shimoda) here in
Washington. K asked how much the Ambassador knew and did he know every-
t;ing. Yoshida said he(the Ambassador) was given specific instructions
directly from Y's friend on Item 2. However, Y was not certain to what
extent the Ambassad or knows the understanding. However, Y's friend
emphasized that Amb. Shimoda will be kept in his present position
specifically for this purpose until the 11

will be completed. Y
was not certain how K would approach the Ambassador. The Amb. has
been given specific instructions directly from Y's friend SO the Amb.
could handle this question. It has to be handled in a very delicate way since
now they are going to have general elections on December 27 Y said.
K asked if this was generally known. Y said it would be published tomorrow,
their time. Y asked if K and his friend would appreciate Y's friends
domestic position at this moment. Nevertheless, Y's friend will honor
the understanding on both points. Y said his friend sends his warmest
personalk regards and very best wishes. Y's friend expressed his
appreciation to K for all he had done for them. K aaid he appreicated this
very much indeed. and added that we were all very pleased with the meetings.
We all hope that this will inaugurate a new period of relationships wh ch will
be even more fruitful and beneficial than the one we have just ended. Y was
wondering if K was satisfied with the achinvements and was K's friend
satisfied. K said they were. We were all very satisfied and very please
with the meetings. Y said he was very happy to hear that. K said he knew
