J: I'm sorry but I'm afraid I will have to ask you to go through your
channel on the Japanese issue.
K: Where is it stuck?
J:
On substance. I had a showdown with Shimoda last week. My assump-
tion was that we'd move toward comprehensive substance. I've been
working on the scenario to help the Prime Minister. I needed to be
clearer about what the end result would be. His word from the Prime
Minister was we are not working on comprehensive substance. I told
him to confirm this again with the PM. He has not yet received a
reply.
Aichi talked with Meyer and he confirms what Shimoda said. With
the new Cabinet and the other proposal, I think we should go back.
K: They said they were willing for voluntary controls. We said we could
not. What time is it, midnight there?
J: Yes
K: I will get word over there that we are not amused.
J: We cannot go on much longer.
K: Yes
J: It's time to go on this .
K: I will be back to you as soon as I know.
J: I will be back tomorrow. I'm going to Airly House this afternoon. Thanks.
While I have you on the line, I want to say that the DPRC meeting was
very good yesterday.
K: I'm glad you were there and that it gives you a chance on formative
issues.
J: Buxand I worked it out that some of my boys would get together with some
of his. Again, it was a great meeting
K: Thank you. I appreciate your saying that.
