This is not a recommendation. It is contingency plans. P: They ought to be combined with others involved K: We don't know W how you clear P: There's a lot of input that hasn't been cleared here. K: WSAG has existed for a year and this is how it has been operating and there has been no question about it before. P: It may have been operating for a year x but any options they submit should be considered higher up before they go to the President. K: How you clear things in the Pentagon is up to you. P: These are very serious options. K: After the WSAG they go to the NSC. The President will not see it before it goes to the NSC. If you want you can up date the WSAG to a higher level but the Under Secretaries group has not been used for Contingency plans. P: I think we should do that. Not all of these are viable options. K: It has to be in the same structure that it is now. It can't just be shifted out into some other group. P: x When you get to the point where you are ready to present it to the President they should be checked by higher level. K: Let me suggest that after this next meeting we will call an Wndersecretaries meeting for next Monday to go over where it should be. I will schedule it for next Mon. P: That will be good. K: We will have another WSAG meeting on Wed. to be sure that the preliminary is in shape. They would not have gone to the President in this anyway.
